The City of Bellevue has approved a Master Development Plan and Phase 1 Design Review for a two-phase, 491-unit residential development at 919 109th Avenue NE.
The project, proposed by Crest Holdings and designed by Weber Thompson, will transform a 1.48-acre site currently occupied by a surface parking lot and two single-family homes.
Once complete, the development will consist of 426 market-rate units and 25 affordable housing units. Plans also call for four levels of below-grade parking with capacity for 424 vehicles.
The project will be built in two phases over an anticipated 10-year timeline, with the applicant requesting extended approval for the Master Development Plan to accommodate the second phase.
Phase 1, which has received Design Review approval, includes an eight-story residential building along Northeast 10th Street. The building will feature 196 market-rate units and four levels of underground parking for 223 vehicles.
Site improvements associated with Phase 1 include construction of a joint-use driveway and a north-south through-block pedestrian connection. The Phase 1 development area is approximately 35,168 square feet. The Design Review approval for this phase is valid for three years.
Phase 2 of the project, which will be reviewed separately at a later date, includes a 22-story residential tower planned for the northeast corner of the site near the intersection of 109th Avenue NE and NE 10th Street.
This phase would add 295 units, including 270 market-rate and 25 affordable units, along with ground-floor active use space, including a planned 5,000-square-foot restaurant. The building will also include four levels of below-grade parking for 221 vehicles, connected to the Phase 1 garage.
Additional improvements in Phase 2 include an outdoor plaza and a relocated surface parking area for residents and guests of the adjacent Pacific Regent Building.
The development includes a range of transportation and infrastructure upgrades required by the City of Bellevue. These include a new mid-block pedestrian crossing on NE 10th Street, widened sidewalks, planter strips, street lighting, and installation of city fiber.
A new bus stop is also planned along NE 10th Street, along with new driveways and ADA-compliant pedestrian improvements as part of Phase 1.
