1,000-Unit Affordable Housing Community Proposed in Bellevue

A proposal has been submitted to the City of Bellevue for EverGlen Village, a master-planned community located at the northeast corner of NE 8th Street and 124th Ave. NE in the Wilburton neighborhood. The project is being developed by DASH (Downtown Action to Save Housing), the affordable housing affiliate of Transforming Age, a Bellevue-based nonprofit network dedicated to improving the lives of seniors.

The development would preserve 8.4 acres of prime real estate for affordable senior housing and nonprofit partnerships supporting nearly 1,200 low-income older adults. The plan includes five mass timber buildings totaling 1.3 million gross square feet, with over 1,000 affordable housing units and 90,000 square feet of commercial space.

DASH closed on the acquisition of an adjacent commercial office site in June 2025. The project is awaiting a key land use approval before moving forward.

EverGlen Village is located within walking distance of the new Bellevue Light Rail station in a walkable, transit-connected neighborhood. The development is intended to serve as an intergenerational community hub, bringing together residents, students, artists, vendors, and the broader community.

The proposal comes as Bellevue’s City Council approved more than $37 million in affordable housing funding in May 2026 — the largest allocation of its kind in the city’s history. The investment is expected to contribute to 271 affordable housing units in Bellevue and an additional 234 units across the Eastside, with construction on two Bellevue projects anticipated to begin before the end of the year.

The funding aligns with the city’s Affordable Housing Strategy, which sets a long-term goal of producing or preserving 5,700 affordable homes over the next decade. The city has also updated zoning rules to allow duplexes, triplexes, and small apartment buildings in areas previously zoned for single-family homes.
