279-Unit Apartment Building Proposed at Bellevue Office Campus Near East Main Station

Land use applications have been filed with the City of Bellevue to build an eight-story apartment building on the 9.25-acre office property at 11400 SE 8th Street, adding 279 residential units to a West Bellevue site roughly a half-mile south of the new East Main light rail station.

The existing four-story office building on the property, known as Gateway One and listed in the application at 152,889 square feet, would remain in place. The new residential building would rise on part of the surrounding surface parking, which would be reconfigured to make room for it. Clark Barnes is the project architect.

The filing seeks Master Development Plan, Design Review, Critical Areas Land Use and Land Use Code Variance approvals, along with related ancillary permits. No phasing is planned, and construction is scheduled to begin in 2027. Roughly 550 people are expected to live or work at the completed property.

Housing and Affordability

Of the 279 apartments, 89 would be rented as affordable housing. Forty-two of those units would be secured through Bellevue’s Amenity Incentive System, which grants extra development capacity in exchange for public benefits. 47 would come through the Multifamily Tax Exemption program, which waives property taxes on residential improvements for a set term in return for income-restricted rents. The project description filed with the city cites a lower figure of approximately 76 affordable units.

Residents would have access to a mix of indoor and outdoor amenity spaces, and the plans call for new landscaping and other site improvements.

The proposal includes 279 parking stalls for residents and 71 stalls serving the office building that stays on site.

An Earlier, Larger Version of the Plan

A previous version of the project surfaced in July 2025, when it was reported that Trammell Crow Residential and Felton Properties were pursuing 321 apartments on the same site, with about 50 units restricted through the Multifamily Tax Exemption program. Felton Properties, a Portland-based owner, purchased the Gateway One building for $35 million in 2024. The current filing lowers the unit count and nearly doubles the number of affordable homes.

Nearby Developments

The proposal joins a cluster of projects reshaping the 112th Avenue corridor and the blocks around East Main Station since the 2 Line began carrying riders across Lake Washington on March 28.

Directly across from the station, Trammell Crow Company is planning 350 apartments at 11040 Main Street on a 1.66-acre site the company bought for $34 million, with completion targeted for July 2028. A few blocks north, Alliance Realty Partners received Design Review approval for Broadstone 200, a 304-unit project at 200 112th Avenue NE that pairs an eight-story and a nine-story building over a shared podium.

Tishman Speyer’s Belle Vista office development at 112th Avenue NE and Main Street would bring four towers and more than 1 million square feet of office space to the cleared block that once held the Sheraton Hotel, Bellevue Grill and Azteca.

To the west, SRM Development’s 376-unit project at 12 Bellevue Way SE has cleared design review, and the businesses that occupied the corner have closed as the site prepares for construction. East of the site, American Capital Group has filed to build The Kelsey, a 222-unit apartment building at 929 118th Avenue SE, replacing a furniture store in the same West Bellevue neighborhood area.
