The City of Bellevue plans to roll out a new permit at the end of January 2026 aimed at speeding up approvals for smaller residential developments.

The permit applies to what the city calls “middle housing,” which includes projects with three to six homes on a single property. These can include townhouses, cottage-style housing, and stacked flats.

City officials say the new process is intended to remove some of the hurdles that have traditionally slowed down these types of projects, while still requiring them to meet existing zoning and neighborhood standards.

Rather than navigating multiple layers of review, applicants will follow a more straightforward approval process. The city says the changes are meant to reduce delays and confusion, and reflect input from developers and others who regularly work through Bellevue’s permitting system.

The update follows recent changes to local zoning rules and state housing laws that allow a wider range of housing types in many residential areas. City leaders say the new permit is meant to help turn those policy changes into actual housing, particularly as Bellevue continues to grow.

Bellevue has also expanded efforts to help applicants understand the permitting process.

In October, the city’s Development Services department hosted a Residential Permitting Expo with workshops and discussions focused on residential permits and accessory dwelling units. Ongoing assistance is available through the city’s Virtual Permit Center, which offers one-on-one guidance.

City officials say the new permit is part of a broader effort to improve customer service, make the permitting process more efficient, and ensure new development supports both neighborhood quality and the city’s built and natural environment.
