The east half of Bellevue North, the four-building redevelopment that would replace the strip mall at Bellevue Way NE and NE 12th Street where Panera Bread, The UPS Store, Snapdoodle Toys, BevMo! and Domino’s Pizza operate, is under city review, with construction of 445 apartments scheduled to begin April 1, 2028.
Wallace Properties, through Bellevue North LLC, is the applicant on the Master Development Plan for the two-phase project.
The East Phase covers 105,550 square feet at 1111 106th Avenue NE and 10575 NE 12th Street and consists of two mid-rise apartment buildings with ground-floor retail, built over a shared parking podium with two levels of underground parking.
The West Phase occupies 1000–1100 Bellevue Way NE.
The site holds four single-story retail buildings — two occupied by single tenants and two with multiple tenants — surrounded by surface parking. All of the existing structures on the Master Development Plan site are slated for demolition.
Senior Housing Anticipated for the West Phase
The West Phase is expected to be redesigned as a senior housing project of roughly 520,000 square feet of floor area, a departure from the residential towers previously planned for that portion of the block.
That would rework the half of the project the city approved in March, when the Master Development Plan cleared review with the west phase leading construction. Those plans paired a 28-story tower holding 308 units with a seven-story, 158-unit building, and put the east phase second, with a 10-year timeline granted to accommodate the schedule.
Parking and Open Space
The underground garage proposed for the East Phase would hold 452 stalls, with 512 planned on the West Phase. The project also calls for a public outdoor plaza and additional open space on the block.
Earlier filings put the east phase at 429 units across two eight-story buildings, with 23,683 square feet of retail and restaurant space, seven affordable housing units and 474 parking stalls. The current East Phase count of 445 units is 16 higher than that figure.
The block sits roughly a half-mile from the Downtown Bellevue Transit Center and the downtown light rail station.
How the Project Got Here
Wallace Properties first surfaced plans for the property, then known as Bellevue North Plaza, in June 2022, submitting a pre-application conference memo to the city for four buildings, about 950 apartments and more than an acre and a half of retail. The center was built in 1979 and renovated in 1996, and its tenants have included Panera Bread, BevMo!, Domino’s Pizza, The UPS Store, J. Lewis Jewelers, Pet Pros, and Adventure Kids Playcare. Second-phase work could not start before 2027 under existing lease commitments.
Architecture firm GGLO filed the Master Development Plan and two Design Review applications in 2024, covering 183,785 square feet of land across both phases. Apartments in the project are planned as a mix of market-rate and income-restricted homes under Bellevue’s Multifamily Tax Exemption program.

Bellevue North joins a run of residential projects filling in the blocks north and west of Bellevue Square. A few blocks southwest, the city has approved Pinnacle North, a 1.27-million-square-foot project at 10112 NE 10th Street with six towers, 1,613 units and about 97,000 square feet of ground-floor retail anchored by a supermarket.
Two blocks west on NE 12th Street, SRM Development has design review approval for SRM Polynesia, a six-story, 166-unit building on 102nd Avenue NE that replaces a condominium property the company bought for $18 million.
