Two 8-Story Apartment Towers Proposed for Bellevue’s Spring District 

Wright Runstad & Company has submitted a Design Review application, known as North Blocks, for two 8-story residential buildings at 1209 124th Avenue NE in Bellevue’s BelRed neighborhood. The proposal covers Blocks 1 and 2 of the Spring District and includes construction of a new local road connecting the two sites.

Both buildings would rise 79 feet. Combined, the project is expected to bring approximately 560 apartment units to the two blocks, along with below-grade parking, across a total project area of about 4.1 acres.

The Block 1 building is proposed at 251 units with 289 parking stalls. The Block 2 building is proposed at 304 units with 348 parking stalls.

Clark | Barnes is the architect for both buildings. Construction is anticipated to begin in November 2027.

North Blocks is part of the broader Spring District Master Development Plan, which outlines the full build-out of the district over time. Additional blocks within the master plan are expected to come forward for review and construction in future phases.

The Spring District is a 36-acre master-planned neighborhood in Bellevue’s BelRed corridor, developed under a long-term agreement between the City of Bellevue and Wright Runstad & Company that dates back to 2009.

The plan, developed together with Shorenstein Properties, calls for converting former warehouse and surface parking land into a mixed-use, transit-oriented community anchored by the Spring District/120th light rail station on the 2 Line. The original master plan outlines dozens of buildings ranging from roughly 11 to 14 stories, along with about two acres of parks and open space, and new interior streets connecting the blocks.

Development in the district has continued at a steady pace through 2026. Nearby, Wright Runstad has also filed a separate Design Review application for an 8-story apartment project on Block 15, and another 7-story apartment building has been proposed elsewhere in the district earlier this year.

BRIDGE Housing has broken ground on an affordable housing development in the Spring District with 355 bedrooms, including 40 units reserved for individuals with developmental disabilities.

On the commercial side, Snowflake has filed plans to add three additional floors to its office space at Spring District Block 6, expanding its footprint in the district.
