A new apartment building is being proposed in Bellevue’s Spring District as part of the area’s continued transformation into a dense, transit-oriented neighborhood centered around light rail.

The project, called 12th Place, Building A, is planned for 1299 120th Avenue NE in the BelRed area. The applicant is seeking Administrative Design Review (ADR) approval from the City of Bellevue to demolish an existing office building and construct a seven-story multi-family residential building.

The development is part of the ACST Bellevue Pine Forest Master Development Plan, a privately led, multi-phase redevelopment plan that guides how several blocks in the Spring District will be built over time, including new housing, streets, and infrastructure. The master plan allows the site to be developed in stages rather than all at once.

If approved, 12th Place, Building A would include 116 residential units and a partially below-grade parking garage with 89 parking spaces, along with bicycle parking. The project would be built on a 1.34-acre site within the Bel Red Office Residential Node 2 BR OR 2 zoning district.

The building is designed by Weber Thompson, a Seattle-based architecture firm, and would replace an existing 25,864 square foot office building, which would be demolished as part of the project.

In addition to housing, the proposal includes street frontage improvements, new landscaping, and exterior lighting along the public edges of the site, aimed at creating a more walkable, pedestrian-friendly environment.

The site is located within Bellevue’s Spring District planning area, a major mixed-use neighborhood that includes residential buildings, office space, retail, and restaurants centered around high-capacity transit.

The Spring District 120th Light Rail Station, which recently opened nearby, currently provides limited service between Bellevue and Redmond on the 2 Line, with broader regional connections expected when full light rail service launches across the Greater Seattle Area in late 2026.

Plans for the building include a variety of shared amenities for residents, including a leasing office, indoor and outdoor amenity spaces, and a multi-family play area totaling approximately 6,751 square feet, located above the parking garage.

The play area would include an 812 square foot children’s play space, along with landscaped pathways and seating areas designed for families and community use.

12th Place, Building A represents Phase 2 of the overall ACST Master Development Plan, which spans approximately 8.36 acres in total. The amended master plan is expected to be built out over several phases, including Phases 1, 2, 3A, 3B, and 4, along with an early infrastructure phase known as Phase 0.

Phase 0 focuses on constructing new private streets, Central Drive, and Road A, to provide access to the early phases of development. These streets will be modified versions of BelRed Green Street and Local Street standards. Full access from NE Spring Boulevard is not expected until later phases are completed.

  1. It would be helpful to see a map that simply showed the outlines of the proposed buildings and the names of the adjacent streets.
