A six-story apartment building with 188 homes has been approved at 13800 NE Bellevue-Redmond Road in Bellevue’s BelRed neighborhood, and 143 of the units will be set aside as affordable housing.
The City of Bellevue has issued a notice of decision granting the project, called Koz on BelRed, Administrative Design Review approval — a staff-level city review of how a building looks and fits its site. The applicant is Travis Morton of Koz Development.
A one-story masonry building now standing on the property, along with its parking lot, will be torn down to make way for the new building. The site currently holds a commercial building with multiple tenants.
A Mix of Small and Standard Apartments
The 188 apartments will be split between two types. There will be 139 micro-apartments, which the city defines as individual units no larger than 320 square feet, and 49 one- and two-bedroom apartments.
Rents will be a mix of affordable and market rate. The approved plans include 46,028 square feet of affordable housing, which works out to 143 units, or 76% of the building. Those apartments will be reserved for renters who meet income limits and who live there as their main home.
How the Building Is Laid Out
The first floor will hold the parking garage, the building lobby and a leasing office. Floors two through six will be apartments.
The shared amenity space and gathering area will sit on the second floor. Project materials describe that placement as a way to keep residents away from car traffic, give them easy access from their floors and offer views of the surrounding neighborhood.
The plans also call for 35 parking stalls, and a play area for residents.
The Site
The property is a single parcel of about 31,976 square feet, or 0.73 acres. It runs between two streets: NE Bellevue-Redmond Road on the south side and NE Spring Boulevard on the north.
The blocks around it hold a mix of retail and commercial space, service businesses, a preschool and multifamily housing.
The application describes the building as a start toward adding residential character to the north side of NE Bellevue-Redmond Road, along with more affordable housing in the surrounding area.
Other Projects Moving Forward in BelRed
Koz on BelRed joins a long list of projects reshaping the corridor as the formerly industrial area shifts toward housing near the 2 Line light rail stations.
The largest is the BelRed Master Plan, a nearly nine-acre redevelopment centered at 13201 NE Spring Boulevard, a few blocks west of the Koz site. Filed in December 2025, it would replace 12 buildings from the 1960s and 1970s with seven residential buildings holding about 1,193 homes, a lab and research building, 121,041 square feet of lab space, 47,105 square feet of retail and 1,881 underground parking spaces. A new street, NE 15th Street, would cut east to west through the site, and the plan sets aside artist work and loft units, public art and a central green to support the BelRed Arts District.
In the Spring District, Wright Runstad & Company filed a Design Review application in July 2026 for North Blocks, two eight-story buildings at 1209 124th Avenue NE that would add roughly 560 apartments across about 4.1 acres, with construction expected to start in November 2027. The same company has also proposed an eight-story apartment project on Block 15 and a seven-story apartment building elsewhere in the district. BRIDGE Housing has broken ground on an affordable housing development there with 355 bedrooms, including 40 units reserved for people with developmental disabilities.
Smaller projects are advancing along the same road as the Koz site. In May 2026, Soma Bel-Red Townhomes won Design Review approval for 19 townhomes in four buildings at 12505 NE Bellevue-Redmond Road, replacing a two-story business park. And in August 2026, American Capital Group scaled back its SpringVue Townhomes project at 12727 and 12729 Northup Way from 91 units to 36.
