8-Story Apartment Project Proposed for Spring District’s Block 15 in Bellevue

A new multi-family residential development is being proposed for Block 15 in Bellevue’s Spring District, according to project plans submitted for design review.

The project, designed by GGLO, is planned for 12343 NE Spring Boulevard and calls for the construction of an eight-story building with approximately 296 market-rate residential units. The development would include 326 below-grade parking stalls, along with site amenities such as outdoor and rooftop courtyards and landscaped open space.

Plans also include about 2,000 square feet of ground-level retail or commercial space, intended to activate the street level and provide neighborhood-serving uses.

The proposal is currently undergoing the City of Bellevue’s design review process and will require additional approvals, including concurrency review and other related permits.

If approved, construction is expected to begin in mid-2027, with completion anticipated in late 2029.

The Block 15 project is part of Phase 3 of the broader Spring District Master Development Plan, which outlines long-term growth across the area. Future phases are expected to continue development from the southern portion of the district toward the north, with each project subject to its own review and approval process.

The site spans approximately 88,428 square feet. The proposed building would total around 450,000 gross square feet and include two levels of underground parking.

Previous plans for Block 15 were submitted for design review in November 2024, at which time the project carried an earlier projected completion date of 2026. Those plans proposed an 11-story office building totaling approximately 317,458 gross square feet of office space, along with 5,000 square feet of ground-level retail.

Leasing for the current residential project is being represented by Broderick Group, with floors one through ten currently listed as available. Planned building features include bike storage and lockers, balconies, green space, and access to terrace and public park areas.

The Spring District, developed by Wright Runstad & Company since acquiring the site in 2007, has continued to expand with a mix of residential, commercial, and retail projects, with an emphasis on transit-oriented development, connectivity, and sustainability.
