Park Row

Park Row is the condominium tower Bosa Development plans for the southeast corner of Downtown Park, where Bellevue Way NE meets NE 2nd Street. The published plan is 22 stories and 143 homes over a retail podium, with three underground parking levels below and a roughly 25,000-square-foot amenity floor facing the park. Nothing is built yet: the strip mall that gave the site its name came down in April 2026, presales opened the same spring, and as of September 2026 Bosa Development markets the project as now selling without a construction loan or a completion date on record. The site is Bosa Development’s fourth downtown, and its neighbor across Bellevue Way is Bosa Development’s own One88, finished in 2020, whose ground floor holds the Park Row sales gallery. Old Main is two blocks south, Bellevue Square three blocks north.

The project has been in the city’s files since 2020. Bosa Development bought the parcel in February 2019 for $36 million and filed a 21-story, 144-unit tower a year later; the design that won Design Review approval in July 2023 had grown to 22 stories and 143 homes, drawn by Amanat Architect, the firm behind One88. The strip mall it replaces housed Sugar ’n Flakes, Julep Nail Salon and Bellevue Museum Quality Framing, all of which DBN followed out the door in 2023. Bosa Development applied for a sales center at One88 in May 2023, announced in September 2025 that sales would open in 2026, and launched them in April 2026 as demolition began. A September 2026 sponsored post on DBN carried the developer’s first announced price ranges, which this profile does not repeat.

Until it is built, Park Row’s closest comparison is One88 across the street: same developer, same architect, a finished building to walk through while the new one is a rendering. Bellevue Towers on 106th and the Avenue residences at NE 8th are the other new-construction benchmarks. See how it compares in our guide to every downtown Bellevue condo building.

“The strip mall is gone and the tower is still a rendering: 143 homes Bosa Development plans to stand on the edge of Downtown Park.” — DBN Editors
Editorial note: This is an independent DBN profile — Bosa Development did not pay for it and has no say in it. Bosa Development has run sponsored posts on DBN, including the September 2026 one linked in the timeline; those are labeled as sponsored and do not shape this page. Jason Foss’s placements here are labeled sponsorship and do not shape the editorial either. Facts checked against Bosa Development’s published plans, city filings and the DBN archive in September 2026; everything about the building is a plan until it is built, so confirm specifics with Bosa Development or your agent.

Getting Around & Living Here

There is no building to visit yet; these notes cover the site, the sales gallery and how the finished address will connect to downtown.

Getting There & Parking

  • Drive: Residents will park in a three-level underground garage under the tower; the 2023 approval listed 275 stalls and a 2026 trade-press report about 217, so confirm the assignment for any home with Bosa Development. Visitors to the sales gallery at One88 use street parking on NE 2nd or the public Bellevue Square garages a few blocks north.
  • Light rail: 2 Line to Bellevue Downtown Station, then west along NE 6th and south down Bellevue Way to NE 2nd, roughly a 15-minute walk — see our light rail guide
  • On foot: Downtown Park begins at the property line; One88 and its restaurants are across Bellevue Way; Old Main is two blocks south; Bellevue Square is three blocks north up Bellevue Way.

What It’s Like

The site is the corner where the park meets Bellevue Way: the park’s circular promenade and lawn to the west and north, the One88 tower across the street, Old Main’s restaurant blocks two minutes south. Bellevue Way carries the Collection’s traffic past the door, which is the trade-off for a park-front address. Park-facing homes will look over the lawn; the rest of the tower will face Bellevue Way and the downtown skyline. Bosa Development is pitching it as a rare park-front address, and the amenity floor is aimed at the same lock-and-leave owner One88 drew across the street.

What’s Nearby

The sales gallery is at One88, so the same block covers dinner: Takai by Kashiba is in One88’s podium, across Bellevue Way, Carmine’s is a short walk west along the park’s south edge on 102nd, or Monsoon is on Old Main, two blocks south.

Good to Know

Nothing on this page is built. Homes, amenities and the parking count are Bosa Development’s published plans and may change before completion; no completion date, general contractor or interior designer has been announced. The address is unsettled: Bosa Development uses 215 Bellevue Way NE, DBN and the city’s filings 201. Sales are by appointment through the gallery at One88, 10465 NE 2nd St, not at the site. Price ranges have appeared only in a sponsored post, and DBN does not carry them here. parkrowbellevue.com is Bosa Development’s sales site, not an owners association; there is no association yet.

Frequently Asked

Park Row FAQ

Where is Park Row?

On the southeast corner of Downtown Park, at Bellevue Way NE and NE 2nd Street in downtown Bellevue. Bosa Development lists the address as 215 Bellevue Way NE; earlier filings used 201. One88 is directly across Bellevue Way, Old Main two blocks south and Bellevue Square three blocks north. The site was the Park Row strip mall, demolished in April 2026.

When will Park Row be finished?

No completion date has been published as of September 2026. Demolition of the old strip mall began in April 2026; at that point Bosa Development had not announced a construction start date or a construction loan, and its own project page still labeled Park Row as in planning in September 2026. Estimates circulating on broker sites are not Bosa Development’s.

How many homes will Park Row have, and what amenities are planned?

143 condominium homes on 22 stories: one-, two- and three-bedrooms of roughly 705 to 3,000 square feet plus a penthouse collection on the top two floors. The planned park-facing amenity floor includes an indoor pool, fitness center, yoga and Pilates studio, spa with steam and sauna, lounges, library, private dining room and a golf-simulator lounge, with an attended lobby, pet spa and car wash below. All of it is planned, not built.

What parking will Park Row have?

Three underground levels beneath the tower. The 2023 design approval listed 275 stalls; a 2026 trade-press report put the count near 217, so confirm the stall assignment for any home with Bosa Development. Storage for each residence is also planned.

How do I buy a home at Park Row?

Through Bosa Development’s presale program: homes are sold from plans at the Park Row sales gallery at One88, 10465 NE 2nd St, by appointment, with contracts written well ahead of completion. Jason Foss, a Bellevue broker who specializes in downtown condominium buildings and sponsors this page, also represents buyers in presale towers; DBN’s coverage of the project is in the timeline above.
