Plans Submitted for 198-Unit Apartment Building in Bellevue’s Wilburton Area

A new eight story multifamily residential building has been proposed for the Wilburton neighborhood at 11661 SE 1st Street under the name Westridge Multifamily Residences.

The proposal requests Design Review approval, along with related permits and approvals, to develop two adjoining parcels with an eight story apartment building containing 198 residential units.

The project includes one below grade parking level, two above grade parking levels, and a total of 113 parking stalls on a 38,070 square foot site.

Project documents indicate that 10 percent of the units will be designated at 80 percent of Area Median Income in accordance with the city’s affordable housing program. The remaining units will be offered at market rate.

The site currently contains no full structures. Partial foundations and surface parking remain from prior demolition and are being used to help reinforce the existing hillside.

Construction is proposed to begin in October 2027, with completion anticipated in Winter 2029.

The development is being led by KG Investment Properties, with Runberg Architecture Group serving as the project architect.

The proposal follows multiple recent development submissions within the Wilburton neighborhood. In December 2025, Alliance Realty Partners submitted plans for another eight story apartment building in the area that would include 278 residential units, as well as retail and other active uses at street level.

The project site currently contains two and three story medical office buildings with both above and below ground parking, which would be demolished. Nearby properties consist primarily of office and medical buildings.

Separately, High Street Northwest Development has proposed an eight story residential building at 1200 116th Avenue Northeast, also in Wilburton. That project would include two levels of underground parking with 145 to 155 parking spaces and upper level amenity decks for residents. The building is expected to total approximately 250,000 square feet, with an additional 52,000 square feet dedicated to structured parking.

No retail or commercial space is planned. The current site contains a one story medical office building constructed in 1970, which would be demolished, with existing tenants relocating to another commercial office location.

Together, the proposals represent continued multifamily development activity within the Wilburton neighborhood.
