A 27-story, 328-unit residential tower planned for 305 108th Avenue NE has received Design Review approval from the City of Bellevue.
The project, proposed by Capstone Partners and designed by Runberg Architecture Group, will replace an existing two-story, 18,340-square-foot office building and associated surface parking on the 0.78-acre site.
Once complete, the building will total approximately 298,492 square feet and include 328 residential units, along with 5,894 square feet of ground-level active use space. Plans also include four levels of below-grade parking with approximately 290 stalls.
The development includes a 1,640-square-foot publicly accessible outdoor plaza along 108th Avenue NE, located near the main entrance. The open-air space will feature landscaping, seating, and public art elements designed to enhance pedestrian activity.
At street level, the building will incorporate a mix of uses, including a residential lobby, leasing area, co-working space, and resident gathering areas. These spaces are designed to function as a shared activity hub, supporting consistent street-level activity.
Interior spaces will connect directly to the outdoor plaza, extending activity between indoor and outdoor areas.
The project will utilize the city’s Affordable Housing Development Flexibility Incentive, which allows for increased development capacity in exchange for providing affordable housing or related contributions.
The site has seen multiple redevelopment proposals in recent years. In 2021, Newmark announced the $32.5 million sale of the property then known as “ParqHouse”—to Capstone Partners and PGIM. Earlier plans included a 274-unit residential project with retail space, followed by a proposal for an 11-story office building.
The newly approved plan marks a return to residential use, with an updated high-rise design and increased unit count.
