Bellevue Council Discusses Code Change for Converting Commercial Buildings to Housing

The Bellevue City Council held a meeting on July 16, 2024, to initiate the development of a land use code amendment aimed at increasing flexibility for converting commercial or mixed-use buildings into multifamily housing.

The proposed code change is in response to a state law that went into effect in 2023, requiring cities in Washington to revise their codes to promote the redevelopment of existing buildings to residential users.

This initiative aims to address the state’s housing shortage. The legislation also promotes the interior redevelopment of commercial or mixed-use buildings into residential units and supports higher-density redevelopment of existing residential buildings.

The city of Bellevue is required to update its code by June 30, 2025.

The council also asked staff to start working on another land use code amendment to simplify the design review process and related rules for new developments. This change requires cities to use clear and objective design standards for the exteriors of new buildings and follow specific project review guidelines. Staff will determine which standards to keep, clarify, or eliminate if they are unenforceable.

The drafting of both amendments will include opportunities for public engagement, as well as Planning Commission meetings. For additional information, visit the agenda materials.
